Whale Cloud Recognized as a Representative Vendor in the 2025 Gartner® Market Guide for Digital Sovereignty Solutions

NANJING, China, July 04, 2025 – Whale Cloud, a leading global technology company providing software solutions and services for telecommunications and multiple industries, today announced that it has been recognized as a Representative Vendor in the 2025 Gartner® Market Guide for Digital Sovereignty Solutions.

“Gartner defines digital sovereignty solutions as technologies and services that mitigate risks associated with foreign control or influence over data and operations, while ensuring compliance with local regulations. These solutions include encryption, data management, access and control, data residency and privacy, governance, and sovereign cloud platforms. According to Gartner, digital sovereignty solutions provide foundational capabilities that address data, operational, and technological sovereignty.” Whale Cloud was recognized as a Representative Vendor for technological sovereignty.

Whale Cloud’s efforts in this area reflect its continued focus on developing solutions that support long-term autonomy and resilience. The Local Public Cloud is a key component of its digital sovereignty solution, enabling customers to deploy 100% on-premise, sovereign cloud infrastructure tailored to meet local regulatory and data residency needs. As part of the solution, the Cloud Revenue Engine helps operators engage enterprise customers through online channels and supports revenue-related functions such as billing and payment.

Whale Cloud’s Local Public Cloud supports multiple infrastructure providers, including Alibaba Cloud’s Apsara Stack, QingCloud, ZStack, OpenStack, and VMware. This flexibility allows customers to choose solutions based on their specific requirements — from reusing existing VMware environments to adopting more cost-effective or high-performance alternatives.
